Keppel appointed biomethane aggregator by Singapore’s Economic Development Board for 15 years

23 October 2026

120 MW import capacity strengthens Keppel’s competitive edge in integrated energy and digital infrastructure and expands cleaner energy pathways for Singapore.

Keppel Ltd, through its Infrastructure Division (Keppel), has been appointed by the Singapore Economic Development Board (EDB) to aggregate, import and sell up to 120 MW of biomethane in Singapore under the Nation’s 300 MW Biomethane Sandbox initiative for 15 years. As the first of its kind in Southeast Asia, the initiative will help Singapore explore energy transition and diversification using biomethane as one of the pathways.

Expected to commence by end-2028, the imported biomethane will be handled with  natural gas as an aggregated fuel portfolio for Keppel’s advanced combined cycle gas turbine plants on Jurong Island, as well as supplied to end-use customers.

The lower carbon intensity power can then be supplied to both industrial and advanced manufacturers, as well as data centre operators, including Keppel's Connectivity Division, which has been provisionally awarded 50 MW of new data centre capacity under Singapore’s second Data Centre – Call for Application. This will not only help Keppel fulfil its sustainability commitments, but also support other customers in meeting their needs for commercially competitive decarbonisation solutions.

Ms Janice Bong, Managing Director, Integrated Power Business, Infrastructure, Keppel said, “Keppel is honoured to be appointed as an aggregator under the Biomethane Sandbox to help broaden Singapore’s low-carbon energy options. Our integrated energy capabilities and experience in  natural gas sourcing and procurement as well as cross-border power importation provide a strong foundation to help develop Singapore’s biomethane pathway. By consolidating demand for biomethane, we can achieve economies of scale and optimise costs, enabling wider adoption and decarbonisation across multiple sectors."

“As one of the three approved aggregators in the biomethane sandbox, Keppel’s participation signifies an important step towards advancing low-carbon energy solutions in Singapore. Keppel’s established energy capabilities and industry experience put them in a strong position to develop the infrastructure and regulatory frameworks needed to support biomethane imports at scale,” said Mr Wey-Len Lim, Executive Vice President, Singapore Economic Development Board.

As part of its holistic integrated energy strategy, Keppel has been deepening bioenergy collaborations with various other partners to develop and access international biomethane supplies. Combined with its gas and power capabilities, these partnerships will position Keppel well to support its customers and Singapore's energy security and resilience.

The above-mentioned development is not expected to have any material impact on the net tangible asset per share or earnings per share of Keppel for the current financial year.
