Keppel-led consortium appointed for next phase of study for Singapore’s first low-carbon ammonia power generation and bunkering solution

The consortium led by Keppel Ltd. has been appointed by the Energy Market Authority (EMA) and Maritime and Port Authority of Singapore (MPA) to conduct the next phase of the project to develop a low- or zero-carbon ammonia solution on Jurong Island, Singapore for power generation and bunkering, marking a significant milestone in the nation’s transition towards a low-carbon energy future. This appointment follows EMA and MPA’s Request for Proposal (RFP) process, where Keppel and its consortium partners, Sumitomo Corporation, and Advario, conducted a comprehensive preliminary front-end engineering and design (pre-FEED) study.

The consortium will proceed to undertake a FEED study across the entire value chain, for a 55-65 MW ammonia power plant, terminal infrastructure and bunkering solutions, laying the foundations for a potential Final Investment Decision.

If implemented, this would be among the world’s first direct-ammonia combustion power plants—and Singapore’s first—setting a new benchmark for clean fuel solutions and global decarbonisation.”

As the developer and operator of Singapore’s first hydrogen-compatible power plant and its first cross-border low-carbon power importer, Keppel continues to play a pivotal role in advancing the nation’s energy transition. These landmark initiatives demonstrate Keppel’s key role in supporting Singapore’s “Four Switches” strategy, particularly in accelerating the adoption of low-carbon alternatives and regional power grids. Keppel also owns and operates Keppel Merlimau Cogen Power Plant, a 1,300 MW combined cycle gas turbine power plant, which has undergone significant upgrades for higher efficiency and reduced carbon emissions, with the potential for hydrogen co-firing. By integrating innovative technologies and forging strategic partnerships, Keppel is helping to build a more resilient, sustainable, and diversified energy future for Singapore.

The abovementioned development is not expected to have any material impact on the net tangible asset per share or earnings per share of Keppel for the current financial year.
